Louisiana allows riverboat casinos to operate on land

On Wednesday a law was signed by Louisiana Gov. John Bel Edwards that would allow for larger onshore gaming floors for riverboat casinos. Under Senate Bill 316, the casino gaming floor can be moved nearly a quarter mile or 1,200 feet from the berth of the riverboat.

27 years ago gambling was legalized in the state. There are currently 15 casino riverboats. New Orleans had 1 casino built on land. There are also 3 tribal owned casinos.

An application will need to be submitted to the state Gaming Control Board before approval can be given that would allow the riverboat operations to move on land. It is estimated that it will be close to six months before the applications begin to be submitted.

States with similar laws are being studied to help determine the what the new guidelines should be. In the next few months the board will need to write the regulations for the application process, financing, and other numerous details. These regulations will also need some time after that before they can be given final approval. There must be public hearings and written responses given first before they can go into effect.

Under the previous law, riverboat casinos could only have 30,000 square feet of gaming space. They could also only have gaming positions upto 2,365. The gaming position has to do with how many people could play at a table game or seats for slot machines. SB316 will allow for a clear definition of the gaming positions are counted.

In 1991 15 riverboats were approved for casino gaming licenses. All gaming was to take place while the boat sailed. In 2001 the law changed and allowed for the boats to stay at their berth. However, it was required that the casino floor was placed over the water. Mariners had to be on staff. Also, the paddle wheel had to be operational.

Whenever a change to the current gaming law was made, the Gaming Control Board set new requirements for casinos to make investments in new amenities for guests. This included adding new restaurants and spa facilities. The new law would require casinos to continue with this trend if they want to move their gaming operations on land. It could be upwards to $600 million in a new building and design.

It was reported that in 2017 $419.2 million was raised in taxes from riverboat casinos. $371 million in taxes was raised from gas and oil severance.

Harrah's New Orleans loses license extension

May 21, 2018

On Friday the regular session for the Louisianan Legislature was adjourned. A deal was not settled for the gaming license for the proposed extension project for the Harrah's New Orleans. The proposed project will cost $350 million to complete. The casino is owned by Caesars Entertainment. A conference committee did not approve the bill causing a new obstacle for the project.

The casino is the only land based gaming facility in the state. The company is seeking to extend their gaming operations for 30 years with no bids. The current contract is scheduled to expire in 2024. This is six years in the future.

The company maintains that allowing for them to extend their license, they would be able to create more opportunity for economic growth in the area. However, if the license is not allowed to be bid on then opponents believe the city and the state would not have a chance to receive the most beneficial deal.

Lawmakers decided to reject the proposal since at this time there is no other alternative. A comparison can not be made to decide what the best option would be.

Under the proposal, construction jobs would create the need for 600 people. After construction, 500 permanent jobs would need to be filled. The city would also have an increase of tax revenue that would be in the millions.

2019 is an election year for Louisiana. It is possible that another attempt by the casino could be made then.
